For the PFM Department in our head office in Hamburg/Germany, we are currently looking for an enthusiastic and optimistic colleague (m/f) who will support our on-going projects as well as actively contribute to the acquisition of new contracts.         

Job description

The Senior Consultant will be responsible for the product development and the delivery of services in the area of fund management for major donors, funding agencies and governments world-wide. The consultant’s range of duties includes on the one hand strategic business development, acquisition and project management and on the other hand technical input to assure efficient and effective project implementation.

The duty station will be Hamburg, with frequent travel to developing countries, particularly to Africa.

General key responsibilities include:

  • Leading the acquisition process of new projects, including elaboration and coordination of technical and financial proposals

  • Establishing and maintaining regular professional contacts and networking with clients, partners and sector experts

  • Fully responsible management of projects and studies (backstopping), on-site and Hamburg-based

  • Conducting technical short-term consultancy missions, including participation in feasibility and project preparatory studies

  • Writing of reports, concepts and presentations as well as contributing to knowledge and quality management, including GFA publications

  • Representation of GFA in conferences and seminars


Specific key responsibilities include:

  • Supervise and oversee the financial management of third parties’ funds in order to ensure efficient and effective program implementation

  • Quality assurance related to reports (including financial reports) & any other deliverables/output

  • Technical input in the following areas:

    • Finance including accounting, reporting, budgeting and controlling as per international standards

    • Internal control and compliance

  • Capacity development (strengthening of financial management and accounting skills, reinforcement of control and verification skills)


Qualifications and requirements

  • University degree (Master) in economics/business administration, finance or related areas; Professional financial management/accountancy qualification or specialized training like ACCA or CPA would be a strong asset

  • Significant experience working as a financial management professional responsible for accounting, auditing, controlling, budgeting, financial management and/or reporting (approximately 10 years or more); Extensive experience and proficiency in the use of automated commitment, budgeting and accounting software applications (accounting packages like SunSystems, Tompro etc.); Significant experience setting up financial management operations

  • Previous working experience with international donors or development agencies like EU, GIZ, KfW, World Bank and/or MCC; Profound knowledge of the donor guidelines and regulations of The Global Fund would be a strong asset

  • Proven leadership qualities and experiences as fiscal agent key staff member would be a strong asset

  • Proven record in financial capacity building would be a strong asset

  • High social competence, ability to motivate and lead other team members

  • Full proficiency in written and spoken English and French, working knowledge of German is desirable, further languages would be an advantage (Portuguese, etc).

  • International working experience, particularly in Africa, would be a strong asset

  • Willingness to frequent travel abroad

  • Excellent writing, communication and presentation skills
