For our Humanitarian Assistance Department, we are recruiting the following field position:

Finance Manager Ukraine (m/f/d)

Duty Station : Uzhhorod, Ukraine

Time period: 12 months (extension possible)

Starting Date: 01.01.2023


SoH supports different local partner organisations to provide humanitarian assistance in Eastern regions of Ukraine to people affected by the war, as well as to refugees in Slovakia and Moldova. Currently the program covers sectors as shelter, multi-purpose cash assistance, food security and psycho-social support. Additionally, we support the local partners in strengthening their administrative and financial processes in line with international donor regulations.

The main tasks of the position are to monitor, support and check the financial processes for SoH supported projects in Ukraine in close coordination with the local implementing partner organisations, as well as to structure the administration processes and build capacities of SoH staff and partners.

Position in the organisation

The Finance Manager will report to the Country Director based in Uzhhorod in day to day management. On a monthly basis, the Finance Manager will report to the Financial Controlling based in Constance, Germany. For everyday operations, the Finance Manager works together with Project Managers (incl. the Country Representative) and supervises Finance /Accounting Assistance positions.

Duties and Responsibilities

  • Ensure all needed requirements for a successful external financial audit of project activities are put in place, are executed by Project Managers and followed up by all partners
  • Safeguarding of compliance with donor requirements for procurement, budgeting, recording, internal control, auditing and financial reporting jointly with Project Managers
  • Monitoring of field level financial management and safeguarding its compliance with  the agreed contractual background, Project Agreements, local law and other applicable requirements
  • Support and advice partners in setting up project budgets, review of submitted financial reports and reconciliation with bank accounts
  • Ensure that the financial tools and systems are constantly updated and Project Mangers execute their responsibilities of budgeting, monitoring, reporting and cost control correctly  
  • Support the team in the implementation and adaptation of the emergency response from the financial side by consolidating financial information, reporting and collaborating in terms of financial risk management.
  • Support a smooth and timely flow of international transfers to project partners, maintain an overview in close cooperation with the Germany-based project team.
  • Conduct monitoring visits to support and monitor financial project operations and provide feedback on areas of improvement.
  • Monthly reporting to the German-based project team
  • Build capacity and support partners’ finance staff in setting up financial procedures and contingency plans that ensure rapid response in a dynamic emergency context
  • In cooperation with Project Managers ensure partners follow up closely on their liquidity situation and that they have set up a reasonable level of internal control over interventions with due diligence, reduce risks of funds mismanagement.

Your profile:

  • Advanced university degree or equivalent in finance, accounting or related fields
  • Minimum 5 years in finance management, including international grants management
  • Strong understanding of institutional donor regulations and accountability
  • International experience required; international NGO field mission in Ukraine is a strong asset.
  • Demonstrated experience and skills with budget preparation and analysis, financial reporting and the proven ability to translate technical financial data into informative reports.
  • Sound accounting skills and experience, including journal entries, payroll, payables, and balance sheets.
  • Knowledge of Winpaccs Accounting System is an asset
  • Understanding of the Ukrainian accountancy and HR regulations is a strong asset.
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Effective verbal and written communication, organisational and prioritisation skills
  • Experience in virtual teams collaboration, ability to work under pressure.
  • Politically and culturally sensitive.
  • Proficiency in English language, Ukrainian/Russian language is an asset.
  • Applicant must be eligible to work within Europe/Ukraine.
